Turkey Feathers on Dance Fan, 1991

Fans like this used with ceremonial dress are typically made with eagle feathers. However, eagles are a protected species, which may make it difficult for some Indigneous people to access them to incorporate into items like this fan, and they cannot be sold. The Justice Department established a law that allows members of Federally Recognized Indian Tribes (National Eagle Repository, 2009) to possess and/or use eagle feathers for religious or cultural practices. Native Americans have a strong, religious connection to eagles and integrated their feathers as a way to honor their spirits. Turkey feathers are therefore often used as a substitute for eagle feathers particularly on items like this fan that was intended for sale.
